The curve over the entire length is a near match to the previous staggered approach, depends where in the curve you are.

For example old tiers level 180K X5 new curve X5.25 so essentially more at that position.

As for 39,500 levels in 6 months, is that just based on Gymnasium alone?

I was training at 1% exp per train but now it's 0.3%, so not sure how it's matching?

Perhaps you was still at X20 which was ending at around the 160,000 marker.

So that would half your EXP to 0.5% as you would then become old tier 2.

Current curve will have you running at about 7.7% but will drop slower across the range so you get to a point where you exceed the multiplier vs the old tiers.

Depending on the curve position it will be lower or higher than previous rate however balances in the long term.

I was getting around 90 trillion per train that has dropped down to roughly 55 to 60 trillion per train. So yeah a 30 percent drop in training efficiency is huge.

I have changed the curve to the following:

Level 000,001 - 160,000 (OLD Fixed X20) (NEW X20.00 to X9.50)
Level 160,001 - 180,000 (OLD Fixed X10) (NEW X9.50 to X7.01)
Level 180,001 - 200,000 (OLD Fixed X5) (NEW X7.01 to X1.00)

Please note that this curve is not linear, it retains an higher position before dropping off.

The adjustment should now be more acceptable.
